These Virginia Youth Substance Use Implementation Guides provide actionable strategies to strengthen youth substance use services across the Commonwealth. Contracted by the Virginia Office of Child and Family Services, OMNI conducted a statewide needs assessment and worked with regional partners to assess capacity, identify challenges, and develop strategic plans.

These guides build on that work, translating research and community insights into practical steps for each region of Virginia, focusing on workforce development, treatment access, prevention programming, and resource hubs. They also highlight best practices, funding and training needs, and local programs to support effective implementation.
