Case Study: Colorado Region 4 Opioid Abatement Council
This case study details OMNI’s collaboration with the Region 4 Opioid Abatement Council in Colorado. Region 4, covering 10 rural counties, faced significant challenges such as limited opioid-focused resources, transportation barriers, and rising overdose rates. OMNI laid the groundwork by facilitating stakeholder collaboration, conducting thorough needs assessments, and providing targeted training to support a comprehensive two-year opioid abatement plan focused on prevention, treatment, harm reduction, and recovery.
OMNI’s partnership with Region 4 began in 2022 to effectively manage opioid settlement funds as outlined in the Colorado Opioids Settlement Memorandum of Understanding. As the project moved from planning to implementation, OMNI guided Region 4 through an RFP process to fund targeted initiatives like improving transportation for better access to treatment services. OMNI developed evaluation frameworks to ensure ongoing transparency and accountability, producing regular reports that highlighted measurable progress. Our sustainability planning included annual assessments of behavioral health data, community needs, and available resources to address service gaps. This forward-thinking approach has empowered Region 4 to become a leader in opioid abatement, demonstrating the power of strategic, data-driven solutions for lasting community resilience.
